Two neighbors call about the same buckling laminate and get two different answers. That is normal here. Tustin is three cities inside one boundary: 1880s to 1920s Victorians and Craftsman bungalows on raised foundations around Old Town, a wide band of 1960s to 1980s slab tract through the middle, and post-2005 Tustin Legacy on the former Marine Corps Air Station with PEX and modern site drainage. In Old Town the substrate is board or plywood subfloor over a crawl space, and we work from underneath. Through the middle tracts it is forty to sixty year old concrete poured without a vapor retarder, so surface readings mislead and we drill in-situ probes instead. At Tustin Legacy the slab usually has a proper vapor barrier beneath it, which sounds better and cuts both ways. Water that gets under a floating floor there cannot drain down into the ground, so it stays in the assembly until we take it out mechanically.
What Tustin Changes About Vinyl & Laminate Floors
1Old Town subfloors under modern plank
Vinyl plank over hundred-year-old subfloor boards is common in Old Town, and those boards have gaps that pass water through to the crawl space in places and hold it in others. We pull the plank field over the wet zone, dry the subfloor from both sides, and check joist tops and the sill before anything goes back. Boards that were nailed through rarely survive removal, so plan for some replacement.
2Vapor barriers at Tustin Legacy
Newer construction on the former air station sits on slabs with a barrier beneath, so a spill under a floating floor has exactly one way out, which is up through material designed not to let it. That extends drying and it makes the pad and underlayment the critical layer rather than the plank. We would rather run equipment two extra days than reset a floor over underlayment that is still holding water.
3PEX manifolds and where the shutoff is
Legacy-era homes usually run PEX from a central manifold, so individual lines can be isolated at one panel instead of shutting down the whole house. Find that panel now and label it. In a 1970s Tustin tract there is no such thing, it is the main at the street or nothing, and the difference shows up as how many square feet of flooring is underwater when we arrive.

If you have a second-floor laundry, a tankless heater, or a manifold of colored plastic tubing in a closet, you are in the Legacy generation. Each of those buildings has an entirely different weak point, and knowing yours is most of the battle.

Newer slab, tighter house. The Legacy slab has a vapor barrier beneath it, so water under your floating floor cannot seep away into the ground the way it partly does under an unsealed 1970s slab. It stays in the underlayment and the plank seams. The house also leaks far less air, so the drying is done by dehumidification we control rather than by the building breathing. Slower on paper, better result.
Because the plank is waterproof and the space under it is not. Water gets in at the seams and the perimeter, spreads across the slab, and then has no way out, because the plank blocks evaporation. The flooring is usually the only part of the assembly that is fine. Lifting it is how we reach the underlayment and the concrete, which are the parts holding the moisture.
No. That is one of the few places in this work where the answer is flat. The core is compressed wood fiber and glue, and once water breaks that compression the fibers stay expanded. Drying stops it getting worse; it does not reverse it. If only a few boards near the leak have swollen and the rest reads dry, a partial replacement is sometimes possible, though matching an older run is rarely clean.
New plumbing removes corrosion from the list, not everything else. What fails in Legacy-era homes is connections and appliances: braided washer hoses, refrigerator ice-maker lines, angle stops, dishwasher fittings, and water heaters that are now well into their service life. Second-floor laundry rooms are the biggest single change from older Tustin housing, because a failure up there drains through two ceilings instead of across a garage slab. Age protects you from one category of failure and none of the others.
