A smell in an upstairs Uptown bedroom can start in the dirt under the house. Whittier was Quaker-founded in 1887 and the housing around Greenleaf Avenue shows it: late-Victorian bay windows, Craftsman with deep porches, 1920s Spanish Revival under clay tile, nearly all on raised foundations. Plenty of that framing is balloon construction, where stud cavities run uninterrupted from the sill to the attic. A wet sub-area vents straight up those cavities, so odor surfaces two floors above the residue and the room that smells is nowhere near the problem.
The hills are a separate problem. College Hills was subdivided in 1923 as the city's first planned hillside development, with steep grades and curving streets, and Friendly Hills and the Whittier Hills climb from there toward Turnbull Canyon. Up there the water is exterior: slope drainage that failed, a retaining wall that stopped weeping. It enters at the lowest room of a split-level or a garage cut into the hillside. The upside is real though: the plumbing is accessible, so locating and repairing it does not mean breaking concrete. On balance, detection is your weak point in Uptown, which is why an annual look under the house is worth doing.
